Considering the principles contained in the Code of Ethics for Tourism as the framework for development and community tourism ventures, as well as the diversity of actors in the tourism system of nations. Whereas tourism as a vehicle for peace building in a context of tolerance and respect for diversity of cultures and beliefs, contributes to understanding, understanding and promotion of ethical values that are integral to the historical heritage of the peoples as a priority and promotes the rights of vulnerable groups.
Considering the impact that sustainable development of tourism activity generated in the socioeconomic relations, cultural and environmental assets of communities such as social inclusion and local development, diversification of sources of employment and poverty reduction, preservation cultural heritage and exchange of learning and hybridization of knowledge, relations of production and sustainable consumption, conservation and habitat protection, while respecting the sovereignty of the territories. Considering that tourism is a strategic mechanism for endogenous development, which should promote harmony between communities and government territory for the establishment and strengthening of communities, which includes inter-ethnic and socio-cultural diversity, production processes and environmental conservation on the basis of decision making from the communities from the generation, adaptation and empowerment skills, knowledge and community values that strengthen the welfare solidarity and sovereignty of peoples. Considering that tourism should create opportunities for cohesion and integration among peoples, beyond the production-trade done by linking the historical and cultural foundations and the political, social, scientific, technological and environmental, which involves a process of communication and comprehensive exchange between visitors and locals alike, founded on the enjoyment and use of natural and cultural resources highly fragile to be treated so as to ensure their sustainability. Whereas tourism is an important sector in the economies of developing countries (tecer world) and taking into account that approximately 80% of the world's people have an income sufficient to meet their needs, so that tourism is a source of income and growth, generating more jobs than any other sector and helping to promote gender equality. Whereas tourism contributes to poverty reduction by creating jobs and diversifying the livelihoods of the population, leading to greater tax revenues that can be invested in education, health, infrastructure and other services. Recognizing the efforts of the international community to avoid the negative effects of violent actions, such as wars and terrorist acts and conscious of the will of governments, through their respective tourism authorities to act in the international scenario and consensus with the urgency and efficiency to events that have compromised and affected the development of the tourism sector in our countries. Reaffirming the Universal Declaration of Human Rights, the Convention on the Law of Children, the Rio Declaration on Environment and Development, Agenda 21 for the world of travel and tourism, Code of Ethics for Tourism, the Manila Declaration on World Tourism, Acapulco Document, the Charter of Tourism and Tourist Code, the Hague Declaration on Tourism, Sustainable Tourism Charter of Lanzarote, the Berlin Declaration on Biodiversity and Tourism Amman Declaration on Peace through Tourism, the Lima Declaration developed in the framework of the Andean Regional Conference on Ecotourism, the Compromise of Cuzco, the Bávaro Declaration, the Quebec Declaration on Ecotourism, the Decalogue Development Iberoamerican Tourism, the Declaration of Galapagos and the Djerba Declaration on Tourism and Climate Change, Conference of the Intra-Agency Consultation on Race Relations in Latin America (IAC), Convention 169 of the International Labor Organization (ILO), Platform Action and the Declaration of Amazonas With emphasis on consultation and joint projects definition framed by the principles endorsed, agreed:
Implement policies to incorporate local communities to the economic benefits generated by tourism, from the harmony between population, territory, institutional and corporate structures of society and government, to celebrate and preserve culture, promote the social economy and sustainable development. Establish criteria to guide the management priority of governments towards Aboriginal villages, rural and urban areas, with special emphasis on the affirmation of the values and ethos of the peoples and communities. urge the signatories of this document, to jointly develop programs, formal education, training and tourism awareness, on the basis of sustainable development aimed at local communities. Advocate for the implementation of a legal system in each of the countries that severely punish the exploitation of human beings, the development of tourism, especially, sexual, and especially when involving children and adolescents. Coordinate initiatives to allow greater participation of providers of tourist services in the development of activities within the framework of the design and implementation of national policies and international agreements, in order to provide a sustainable tourism product based on talent human, quality and local identity, while protecting the small, medium and micro local industry in signatory countries. Addressing initiatives that help strengthen the specificity of tourism products and the value they bring to these communities. Implement a quality management system that promotes tourism, taking into account destinations, actors and industry, allowing its adaptation to local and social realities of a region, through the review of quality systems standardized. Join efforts to harmonize the existing laws formalities in customs and other immigration matters related to international tourism, which lead to increase and strengthen the tourist flow between countries, without prejudice to the sovereignty of these. Coordinate and / or designing the building systems or special programs of multimodal transport (air, land and water), allowing interconnection between different destinations around the world, in order to stimulate the exchange of visits and exchanges to strengthen links . Conduct joint multilateral efforts in order to unify the criteria that support the development of air transport, applying principles of reciprocity, equity and equality of opportunity and thus ensure the highest degree of safety in the international air transport. Recognize the importance of ensuring the protection of the interests of international air transport users and convinced that collective action by States is the only way of achieving greater harmonization and codification of rules governing the sector. Implement actions to further the development and implementation of products multicasts between countries, as a marketing strategy and multilateral rapprochement among peoples. Promote regional free movement of persons in order to allow the development of intra and extra-regional tourism by promoting the development and exchange between countries and a greater knowledge of the people among themselves, especially in the Caribbean, Andean Community, Latin America and Mercosur. Promote ethical commitment, especially in handling the "Promotion", which allows the presentation of a diversified among the different tourist destinations in terms of equity, equality and mutual respect. Promote joint activities aimed at promoting awareness about the ability of the states involved, to ensure the safety of travelers and investors in the destiny of each country and the willingness of authorities to improve security for tourists. Joining forces for the formation of a technical team that is able to reconcile visions for responding to all those international bodies that applying rules and regulations that regulate the development of tourism in general and those sectors directly affecting the area, such as transportation, environmental conservation, safety, among others. Encourage the formation of a network for Sustainable Development of Tourism in order to design and implement projects and multi-agency concluded among nations, ensuring the implementation of technical cooperation mechanism and financial and technological modernization processes, products and services.
